Waste Management forumATYRAU, 23 NOVEMBER 2017 – the four major oil and gas field operators in Kazakhstan – Tengizchevroil LLP (hereinafter referred to as the “TCO”), North Caspian Operating Company N.V. (hereinafter referred to as the “NCOC”) and Karachaganak Petroleum Operating B.V. (hereinafter referred to as the “KPO”) and NC “KazMunayGas” JSC (hereinafter referred to as the “KMG”) held a joint forum on waste management in Atyrau today under the support of the Atyrau Oblast Chamber of Entrepreneurs. 

The Forum main objective was to provide a platform for the information exchange between the local business community and the oil and gas operators with a view to identifying opportunities in the waste processing sector subject to the latest amendments to the RoK environmental standards.

While delivering his speech, NCOC Deputy Managing Director Zhakyp Marabayev stressed that the specifics of the production operations carried out by the company oblige NCOC to undertake its activities adhering to the highest international and national technical, environmental and safety standards. This requirement is applicable to the waste collection, transportation and processing performed by the company. The consortium requires of its waste management contractors to abide by the strict standards, to have a needed qualification and comply with all the applicable regulations.

As was noted by NCOC ecologists, the company waste management process is pursuing two aims - compliance with legislative requirements and waste handling, setting up required capacities. NCOC employs the whole system to manage various kinds of waste and prevent waste induced environmental pollution.

Daurbek Utezhanov, NCOC Local Content Manager, also added that the event was conducted seeking to implement the initiatives envisaged by the Aktau Declaration executed in 2012 by the four major oil and gas operators. Back in the time, there was set up a working group, which was meant to facilitate and support companies in their endeavours to comply with the Operators’ standards and specifications.

The Forum addressed the issues faced by the Operators of the North Caspian, Tengiz and Karachaganak projects in waste disposal. The RoK entrepreneurs were encouraged to bring forward innovative solutions and make investments into further development in the waste disposal area. The Forum was attended by more than 40 companies from various RoK regions. Chairman of the Regional Board of the Atyrau Oblast Chamber of Entrepreneurs Aliya Bekkuzhiyeva expressed confidence that the forum would be useful for all the attendees.

As you are aware, the Aktau Declaration is represented by a voluntary participation working group composed of the Oil and Gas Operators’ authorized representatives and the sector stakeholders. All the participants acknowledge significance of social and corporate responsibility. The Atyrau Oblast Chamber of Entrepreneurs supports the main goals and objectives of the Aktau Declaration, among other matters. In turn, we are prepared to facilitate and arrange for a dialogue between the business community and local executive authorities in case of any issues coming up, - emphasized Aliya Bekkuzhiyeva.

Aimagambetova Karlygash, Head of Soil and Water Resources Protection and Waste Management of KPO said, - Today, there are operating and newly set up businesses engaged in separate collection of plastic and paper waste. In our view, the main problem is food waste disposal as there are no businesses specialized in collecting and processing food waste. Neither are there special regulations on the construction waste management.

KPO representatives expressed hope that this forum would facilitate discussion of modern approaches, research and development ATYRAU HOSTED JOINT FORUM ON WASTE MANAGEMENTexperience in environmental protection and exchange of information regarding waste management advanced technologies.

Out of 982 tons of solid domestic waste generated last year, KPO incinerated 722 tons and segregated 111 tons, including paper, scrap metal and plastic waste, for processing and recycling by specialist organisations.  

Over the Forum there was provided a summary of the working group activities under the Aktau Declaration, good waste management practices employed the subsoil users under the North Caspian, Tengiz and Karachaganak projects. The Forum attendees were briefed on new requirements applicable to waste disposal, and new medium- and long-term business opportunities.

The event organisers hope this forum will encourage the flow of foreign and domestic investments, transfer of new technologies, and will boost the local content development in the RoK oil and gas industry.

NC “KazMunayGas” JSC

National Company “KazMunayGas” is a RoK Upstream and Downstream Operator, acting for and on behalf of the Government in the RoK oil and gas industry. 90 per cent of KMG shares are owned by Samruk-Kazyna National Welfare Fund JSC, 10 per cent of the shares are owned by the RoK National Bank.


PSA Liability Limited Company acts as the Authority for and on behalf of the Government under Production Sharing Agreements in respect of the North Caspian Sea, Karachaganak, Dunga and Pearls.

Karachaganak Petroleum Operating B.V.

Karachaganak Petroleum Operating B.V. is co-ventured by the following companies: Royal Dutch Shell Plc. (29.25%), ENI (29.25%), Chevron (18%), LUKOIL (13.5%) and NC “KazMunayGas” JSC (10%). In 1997, the Co-Venturers and the Authority acting for and on behalf of the RoK Government had founded a company to develop the Karachaganak Field. The Final Production Sharing Agreement (FPSA) providing for the Karachaganak Field Cooperative Development up to 2038 was singed.

North Caspian Operating Company N.V.

North Caspian Operating Company N.V. acts for and on behalf of the seven Co-Venturers as the Operator to estimate and develop hydrocarbon reserves on the eleven offshore blocks under the Production Sharing Agreement in respect of the North Caspian Sea (as amended and supplemented) dated 18 November 1997. The Co-Venturers hold the following participating interests: KMG - 16.88%, Eni - 16.81%, ExxonMobil - 16.81%, Shell - 16.81%, Total - 16.81%, CNPC - 8.33%, INPEX - 7.56%.

Tengizchevroil LLP

Tengizchevroil LLP (ТCО) is a RoK upstream and downstream company (crude oil, LPG, dry gas and sulphur). All safety and environmental operations are carried out in compliance with the international standards. TCO was set up in April 1993 by and between the RoK Government and Chevron Corporation. The current partners are as follows: Chevron Overseas Company - 50%, NC “KazMunayGas JSC - 20%, ExxonMobil Kazakhstan Ventures Inc. - 25% and LUKARCO B.V. - 5%.

The Future Growth Project (FGP) and Wellhead Pressure Management Project (WPMP) are two integrated projects simultaneously implemented by Tengizchevroil LLP. The FGP implementation will increase the oil production at Tengiz Field for about 12 million tons per year or 260KBPOD, and will result in the production totaling approx. 39 million tons per year or 850KBPOD. The FGP implementation is aimed at expanding the production capacities and WPMP will secure the Tengiz processing facilities operating at full capacity through reducing the wellhead pressure and boosting the pressure at the six operating package trains.
